The item is at the request of Shopoff Realty Investments partnered with Astra-Zeneca and promoted by Richmond City Council-members Nathaniel Bates and Demnlus Johnson III. The proposed resolution allows massive quantities of hazardous waste to remain permanently on the Astra-Zeneca site located directly on the Richmond South Shoreline (Alternative 3a). If passed, this resolution reverses the prior July 10, 2018, unanimous City Council vote to support a full clean-up (Alternative 6). The proposed resolution perpetuates the 150-year history of a community over-burdened with industrial pollution.
